The head is a ball with the sides shaved flat and a jaw hung off the front. Getting that scaffold right at an unfamiliar angle matters far more than knowing how to draw an eye.
Every scaffold here is built in 3D and projected, so the ellipses are correct at every angle for the same reason they are correct in a good drawing: they are circles seen from an angle, not ovals drawn by eye. The solid side-plane circle faces you; the dashed one is the far side of the skull, drawn through the form.
You get the ball, the side planes and the two great circles. Building the jaw and the features onto them is the exercise. If the sheet drew the jaw for you, you would be colouring in.
